The law "On Science and Technology Policy" is planned to be adopted in Kazakhstan

At an expanded meeting of the Board of the Ministry of Science and Higher Education of the Republic of Kazakhstan, heads of universities and research institutes, representatives of the Government of the Republic of Kazakhstan and the Administration of the President of the Republic of Kazakhstan, public figures discussed the development of science and higher education.

Speaking at the board meeting, Chairman of the Science Committee of the Ministry of Internal Affairs of the Republic of Kazakhstan Darkhan Ahmed-Zaki reported on the results of the department's work in the field of science over the past year and spoke about plans for 2023.

"The primary task is to develop the Law "On Science and Technology Policy". In order to improve the system of implementation of state policy in the field of science and scientific and technical activities, the National Council for Science and Technology will be established. The activities of the National Center for Scientific and Technical Information will be resumed, with the assignment of its functions for the analysis of scientific and technical information. We will also continue to work on increasing R&D financing to 1% of GDP in the next 3-5 years," said Darkhan Ahmed–Zaki.

According to the Chairman of the Science Committee, the Ministry will continue to work to encourage scientists who contribute to the development of domestic science, annually awarding 50 prizes "Best Researcher" in the amount of 2000 MCI. In addition, in order to stimulate the influx of young personnel into science, 500 Kazakhstani scientists will be sent for internships in leading scientific centers of the world.

The rector of Kazakh National Research Technical University named after K.I. Satpayev, Meiram Begentayev, also spoke at the event. He presented to the board a model of a digital university.

"The digital university model will allow us to form a single digital ecosystem of higher education institutions, which will allow us to combine our digital resources into a single data ecosystem. We will open access to our online courses and give other users the opportunity to post their educational content," Meiram Begentayev said.

One of the important topics discussed by the participants of the expanded meeting of the Board of the Ministry was inclusive education in universities. Freelance adviser to the Minister of Science and Higher Education Tansaule Serikov drew the attention of colleagues and the public to the issue of obtaining high-quality higher and postgraduate education for persons with disabilities in the country's universities.

"I would like to propose to open support and support centers for people with disabilities or to introduce the staff of the coordinator of inclusive education in the psychological service of the university in a number of domestic universities. This will allow monitoring the availability of infrastructure within the walls of the educational institution and provide advice to the IHE on issues related to the educational process," the adviser to the minister suggested.
